The number of smokers in Wigan Borough has fallen to its lowest level on record, with just 10.43% of the adult population now smoking tobacco. This represents fewer than 29,000 residents and marks a significant drop from 14.1% recorded between 2020 and 2022.

The figures were released during Stoptober, an annual campaign to encourage people to quit smoking. Wigan Borough's smoking rate now sits just below the national average of 10.26%.

Support services driving the decline

The Be Well Stop Smoking Service has supported around 3,000 residents in Wigan Borough. One of those is Kayleigh Phillips, an ex-smoker who benefited from the service.

The decline has been achieved through a combination of support services, local and national legislation, and enforcement action by the council.

Council action on tobacco and advertising

Councillor Keith Cunliffe, Wigan Council's deputy leader and cabinet portfolio holder for adult social care and health, said the progress reflected a major focus on prevention and achieving a smoke-free generation in the borough.

The council has introduced an ethical advertising policy that restricts advertising that harms physical and mental health. The council's trading standards team has also been cracking down on illegal sales of tobacco and vapes, working alongside Government action on these products.
